Chef-y food carts putting out restaurant-worthy meals are a common sight in big cities these days—but don’t forget that Portland started it all. Though a boom in high-rise construction has put the squeeze on available parking spaces, the city’s acclaimed carts persist, thanks in part to a few accommodating, outlying neighborhoods and a devoted fan base of diners who keep coming back for more.
